What happened

The Kyiv Independent, citing Mayor Vitalii Klitschko, reported that Russian attacks damaged a high-voltage power line on 11 October. Large parts of Kyiv lost running water; DTEK reported short electricity outages in parts of the capital. The reviewed report does not identify the line, establish direct strikes on water facilities, quantify affected customers or provide a complete restoration time. This city reference is not an impact coordinate. The event is separate from earlier October outages; no nationwide casualty total is assigned to this line.

When cited sources give different casualty, damage or spill figures for this event, they’re reported side by side above rather than merged into one number. See how confidence levels work.
