What happened
The fishing vessel Kirkella lost propulsion control while alongside and struck the unmanned tug Shovette. Kirkella's bulbous bow breached the tug's hull and starboard fuel tank; Shovette partially sank and released about 7,000 liters of marine diesel into King George Dock. MAIB found that propulsion pitch levers were mismatched during control transfer and that there was no control-changeover procedure. No injuries were reported.
