RBC-Ukraine reports that CHP-4 was struck during the evening 13 October ballistic-missile attack. Authorities reported energy targets in Kyiv and the region and outages in the capital. The broader overnight city attacks killed three people and injured 22 in the 14 October morning update; these are not established power-plant casualties.
