What happened

Lakewood experienced recurrent distribution outages during June and July. Following city complaints, Public Utilities Commission of Ohio staff issued a second notice of probable noncompliance concerning Cleveland Electric Illuminating Company's service, including repeated equipment failures at the same circuit or substation and deficiencies in maintenance planning and customer communications. Staff proposed equipment inspection, analysis, a replacement plan and more than $3 million in forfeitures and other corrective measures. A probable-noncompliance notice is a staff enforcement finding rather than a final adjudication.
