What happened

Russian-installed Sevastopol governor Mikhail Razvozhayev acknowledged a city electricity outage and attributed it to an attack on energy infrastructure outside the city. STV subsequently reported that critical infrastructure had been reconnected and some residential areas had power restored; restoration for most of the city was still an expectation, not a completed result. The record documents reported service disruption, not independently verified attack damage. No damaged installation, outage count, lost capacity or confirmed full-restoration time is established. Claims identifying Russia’s Taman substation remain unverified here. The city marker is a service-impact reference and does not locate the alleged attack. The overnight date window is retained because a precise UTC+0 onset was not established. Later 24 October reporting by STV, citing Razvozhayev, describes a two-hours-on, six-hours-off rotation for affected residential groups. Around 40% of apartment buildings reportedly had supply through lines serving critical facilities and were exempt from that schedule; this is a share of apartment buildings, not residents or all electricity customers. The report warns that an unstable power system could require further restrictions. It supersedes the earlier expectation of widespread evening restoration and does not establish full recovery. Updated on 25 October 2026, 02:25 UTC+0.
