What happened

An illegal tap on a Pemex fuel pipeline caused a gasoline geyser that drew a crowd collecting fuel; the geyser ignited, killing 137 people. Pemex and Mexican authorities attributed the tap to organized fuel-theft networks ("huachicoleo").
