What happened

Vinyl chloride leaked from a gas holder at ChemChina subsidiary Hebei Shenghua Chemical and spread beyond the plant boundary to a road lined with vehicles waiting to enter or unload. The flammable cloud encountered an ignition source and produced a major flash fire and explosion, killing 23 people and injuring 22 under the Ministry of Emergency Management's official account. Numerous trucks and other vehicles were destroyed. The final investigation found that the release originated inside the plant, correcting initial descriptions that a chemical-carrying vehicle itself had exploded. The supplied 13 July date was also incorrect: the disaster occurred shortly after midnight on 28 November 2018. The district-level marker is approximate.
