What happened

Neste ended refining at its 55,000 bbl/d Naantali plant by 31 March 2021, consolidating Finnish refining capacity at its larger Porvoo site — later developed for renewable and circular feedstock co-processing — after concluding that COVID-19 had accelerated a decline in oil-product demand unlikely to recover. The closure cut about 370 jobs; Naantali's harbor and terminal operations continued, and Finland's fuel-supply security was not affected. This was a voluntary commercial closure, not an incident or attack.
