What happened

ExxonMobil permanently shut its 120,000 bbl/d Slagen refinery in south-east Norway in June 2021, having concluded in April that continued operation was not economically viable amid strong competition, evolving regulation and falling Norwegian demand for fossil road fuels as EV adoption grew. The site was converted into an import terminal, leaving Equinor's Mongstad plant as Norway's only refinery. This was a voluntary commercial closure, not an incident or attack.
