What happened

Phillips 66 shut its dual-site, 138,700 bbl/d Los Angeles-area refinery (linked Carson and Wilmington plants) in the fourth quarter of 2025, concluding that market conditions made long-term California refining commercially unviable. About 600 employees and 300 contractors were affected; the roughly 650-acre site is being evaluated for redevelopment into commercial, warehouse and open-space use under the proposed Five Points Union project. This was a voluntary commercial closure, not an incident or attack.
