What happened

During bunkering of the container ship TS Kobe, 226,351 liters of fuel oil were pumped into a tank that could hold about 219,440 liters. Approximately 6,911 liters escaped through vents and the sounding pipe, spreading across the port main deck; an unknown portion overflowed into the sea and contaminated the ship, a nearby vessel and the terminal. Hong Kong's investigation found that the parties failed to confirm the revised delivery quantity, the receiving tank was not monitored closely and shipboard bunkering training was ineffective. A shore response team arrived about 20 minutes after the master was notified.
