What happened

A fire attributed to a Ukrainian drone strike damaged the vacuum-distillation unit at Rosneft's Tuapse refinery on the Black Sea. Russian authorities confirmed the refinery fire while Ukrainian security-service sources claimed the operation. S&P Global reported that the roughly 240,000 bbl/d export-oriented plant stopped processing crude and remained offline until late April.
