What happened

Kyiv Independent, citing the monitoring channel Exilenova Plus, reports that the Saratov refinery was set ablaze after being targeted overnight on 7 November during a wider attack that also hit sites in Oryol and Rostov. Ukrinform, citing Astra, says Astra's OSINT analysts identified the burning facility as the refinery from eyewitness video, and that an eyewitness heard more than 40 explosions in Saratov and Engels. Governor Roman Busargin reported casualties and damage to civilian infrastructure without giving details or naming the refinery. Russia's Defence Ministry said 411 drones were downed over 10 regions, Crimea and adjacent seas. Kyiv Independent could not verify the details, and damage extent and any throughput loss are not established. Distinct from the September 2026 and earlier strikes on the same refinery.
