What happened

Ukraine's transmission-system operator Ukrenergo reported new power outages on the morning of 23 September in the Kharkiv, Sumy, Donetsk, Zaporizhzhia and Kyiv regions due to hostilities and attacks on energy infrastructure. Emergency repair and restoration work was underway where security conditions allowed. No individual substation, transmission line or generating facility was named, and no customer count or capacity loss was published. This is therefore an aggregate country-level marker and must not be read as five verified impact coordinates or as proof that every outage resulted from a separate newly struck asset.
