What happened

Lightning struck and ignited a fuel storage tank at PDVSA's roughly 146,000 bbl/d El Palito refinery, Venezuela's smallest; firefighters brought the fire under control without further incident. This coincided with the restart of Venezuela's larger refineries following a separate national power outage. This was an accidental industrial incident, not an attack.
