What happened

Ukraine's General Staff said Ukrainian forces struck the Kirishi oil refinery overnight on 30 August, and Leningrad Oblast Governor Alexander Drozdenko separately confirmed a drone-related fire near the refinery. On 2 September, two Reuters industry sources said the refinery had halted all crude processing after the operating AVT-6 and AT-1 primary units were damaged. Reuters reported that AVT-6 accounts for about 40% of refinery capacity and AT-1 for about 8%; the AT-6 and AVT-2 units representing the other 52% were already offline at the time. A later open-source assessment of satellite imagery captured on 10 September identified apparent damage to the ELOU-AT-1 and ELOU-AT-6 primary units, the LCh/24/9 and LCh/24/10 diesel hydrotreaters and the LG-35/8-300B catalytic reformer. The assessment estimated that affected primary capacity totalled about 12 million tonnes per year, or roughly 60% of the refinery's nameplate capacity. That figure is an attributed imagery assessment rather than an operator-confirmed damage total; it also differs from the earlier Reuters accounting because it includes later-assessed primary and secondary unit effects while Reuters described the operating status of all primary units. The operator had not published a repair timetable, and no casualty or environmental-impact assessment was available. The Kirishi refinery, also known as KINEF, is one of Russia's largest and the only major refinery in the country's northwest, with annual capacity reported around 17.7–20 million tonnes. The facility is also subject to US sanctions. This is an operational-impact update to the 30 August strike, not a separate incident, and remains separate from the site's March 2025 and March 2026 events.
