What happened
BP Australia decommissioned its 146,000 bbl/d Kwinana refinery near Fremantle by end-March 2021, citing sustained regional oversupply and low refining margins that made it uneconomic against large-scale Asian and Middle Eastern refineries. The site was converted into a fuel import terminal, cutting the roughly 650-strong workforce to about 60. This was a voluntary commercial closure, not an incident or attack.
