What happened

Following its February 2021 restart, Limetree Bay's roughly 210,000 bbl/d refinery suffered repeated emissions incidents, including oil droplets falling on nearby homes and unmonitored sulfur dioxide releases. Citing imminent endangerment to public health, the EPA ordered the refinery to pause all operations on 14 May 2021; the operator announced an indefinite closure the following month and filed for bankruptcy. This was a regulatory shutdown following accidental industrial incidents, not an attack.
