What happened
Ukraine's General Staff said its forces struck Lukoil's NORSI refinery in Kstovo overnight and that a fire broke out at the facility. Associated Press reported the military statement, while locally posted imagery and regional drone alerts provided supporting context. No Russian authority or Lukoil damage assessment, affected processing unit, production halt or extinguishment time had been published at entry time, so the incident remains marked reported and the fire status should be updated when a final source becomes available. President Volodymyr Zelenskyy separately said Ukrainian forces hit 16 Russian targets during the preceding day, including oil facilities, airfields, a missile unit, a military enterprise and logistics sites, but did not identify all 16; that aggregate statement is retained as campaign context rather than converted into unsourced individual incidents.
When cited sources give different casualty, damage or spill figures for this event, they’re reported side by side above rather than merged into one number. See how confidence levels work.
