Ukraine's General Staff said its forces struck production facilities at Lukoil-Nizhegorodnefteorgsintez, commonly known as the NORSI refinery, overnight on 25–26 August and reported a confirmed hit followed by a fire. Nizhny Novgorod governor Gleb Nikitin separately acknowledged damage at an unnamed industrial facility in the region. On 26 August, Reuters cited three industry sources saying NORSI had halted crude-oil processing after several processing units, inter-unit infrastructure and general plant facilities were damaged; the sources could not estimate a restart date. Reuters described NORSI as Russia's fourth-largest refinery and second-largest gasoline producer, with about 15 million tonnes per year of operational capacity (design capacity is often cited near 17 Mt/year), equivalent to roughly 300,000 barrels per day. This record treats the shutdown and reported damage as documented through independent industry sourcing, while responsibility remains presented as Ukraine's claim. Broader claims about exact product losses, military supply effects, nationwide shortages or a months-long repair period remain analysis rather than confirmed consequences of this strike. The outage follows repeated 2026 attacks at Kstovo: Meduza's satellite analysis found that the AVT-6 primary unit damaged on 20 May was still underperforming in late July and that a catalytic-cracking unit had also stopped operating, showing cumulative degradation before the latest strike. Partial operation or an earlier restart remains possible if undamaged units can be used, but no timetable had been published.
