What happened

Rostov Oblast governor Yuri Slyusar said a drone attack damaged the Novoshakhtinsk oil refinery overnight on 25 September and forced it to suspend operations temporarily. He said Russian air-defence units destroyed about 50 drones over the wider region. Reuters described the plant as a mainly export-oriented refinery with annual capacity of approximately 5 million tonnes, or about 100,000 barrels per day. Authorities did not identify the damaged unit, report casualties or pollution, quantify actual lost production, or provide a restart estimate. This is a distinct repeat attack and is not merged with the refinery's separately recorded 25 August 2026 shutdown or its 2022 and 2024 incidents.
