What happened

Ukraine's Energy Ministry said Russian forces again attacked energy-infrastructure facilities in Odesa Oblast overnight into 4 September. Equipment was damaged, restoration work began where security conditions allowed, and the ministry warned that network restrictions might be needed to prevent overloads and emergencies. It also reported consumers without electricity in Odesa, Kharkiv, Chernihiv and Sumy oblasts, but did not identify the facilities struck, publish a customer total or establish that every outage resulted from a newly hit asset. This record therefore uses an approximate regional marker. It is a separate attack from the Odesa CHP strike overnight into 1 September and the wider Odesa grid attack recorded on 2 September.
