What happened
President Zelenskyy said Russian strikes overnight into 4 November damaged power generation facilities and substations in nine regions — Odesa, Cherkasy, Zhytomyr, Vinnytsia, Kharkiv, Dnipropetrovsk, Chernivtsi, Chernihiv and Rivne — and that emergency and unscheduled outages were continuing in many communities. The Air Force reported 310 drones launched, 272 neutralised. Russia’s Defence Ministry claimed strikes on the Nalivaikovka substation in Kyiv region and the Chizhovka substation in Zhytomyr region (unconfirmed). Kirovohrad’s governor said energy infrastructure was targeted there but damage was to a house and farm equipment. Updated on 4 November 2026, 22:40 UTC+0. Ukrenergo lifted emergency outages in most regions by midday on 4 November but reinstated them in Kyiv city and Kyiv region by mid-afternoon while repairs continued; DTEK reported five rounds of emergency outages in Chernihiv region. Al Jazeera, citing Reuters, also listed Poltava, Dnipro, Kirovohrad and Rivne among regions hit and reported hours-long power and water outages around Kyiv. Updated on 5 November 2026, 06:45 UTC+0. Ukrenergo said hourly outage schedules of two to four rounds for all consumers, plus restrictions for industry, would apply in some regions throughout 5 November because of the attacks, and the Energy Ministry said Ukrainian nuclear plants had reduced output. On the morning of 5 November DTEK said emergency outages were again applied, at Ukrenergo's direction, in Kyiv's Sviatoshynskyi, Shevchenkivskyi and Podilskyi districts. Zhytomyr, Kovel, Ternopil and Odesa hits are recorded separately. The marker is a national aggregate reference.
