What happened

The Orsk oil refinery (Orsknefteorgsintez), Orenburg region's only refinery, suspended operations after a dam burst in two places on the Ural River on 5 April, triggering abnormal flooding that forced evacuation of over 200,000 residents in and around Orsk. Owner Forteinvest declared force majeure on petroleum-product shipments. This was a natural-disaster disruption to refinery operations, not an attack or industrial accident at the plant itself.
