What happened

Ukraine's General Staff said Ukrainian forces struck the Orsknefteorgsintez oil refinery in Orenburg Oblast and that a fire followed the strike. Militarnyi's OSINT review of imagery and monitoring-channel reports identified at least two separate fire hotspots and assessed preliminarily that either a diesel-fuel hydrotreating unit or a hydrocracking complex may have been hit; this equipment identification remains unconfirmed. Orenburg governor Yevgeny Solntsev subsequently said drone fragments damaged key infrastructure containing imported equipment, forcing a complete refinery shutdown; he warned that sanctions could make repairs take up to six months and said the region was reconfiguring fuel logistics and relying on imports. Associated Press and Interfax reported that official assessment. The refinery has annual capacity of approximately 5.76 million tonnes and produces gasoline, diesel, aviation fuel, fuel oil, bitumen and other products. No refinery-specific casualties were reported. This was a repeat attack on the facility, which had also been targeted in October and November 2025 and April 2026; it is separate from the refinery's flood-related shutdown in April 2024. Published distance estimates place it approximately 1,400–1,500 kilometres from Ukraine's state border.
