What happened

Ukraine's General Staff said Ukrainian forces struck the Orsknefteorgsintez oil refinery in Orenburg Oblast and that a fire followed the strike. Militarnyi's OSINT review of imagery and monitoring-channel reports identified at least two separate fire hotspots and assessed preliminarily that either a diesel-fuel hydrotreating unit or a hydrocracking complex may have been hit; this equipment identification remains unconfirmed. Thick black smoke was visible from several parts of Orsk. Regional governor Yevgeny Solntsev announced a drone threat after 04:00 local time, and at 06:20 authorities imposed the Kovyor (Carpet) flight-restriction plan around Orsk and within a reported 100-kilometre radius; Orenburg Airport also suspended arrivals and departures. The General Staff said the damage extent was still being assessed. The reviewed reporting did not provide an independent damage assessment, confirm casualties, or establish a production shutdown. The refinery has designed capacity of approximately six million tonnes of crude annually and produces more than 30 petroleum products, including gasoline, diesel, jet fuel, fuel oil and bitumen. This was a repeat attack on the facility, which had also been targeted in October and November 2025 and April 2026; it is separate from the refinery's flood-related shutdown in April 2024. Published distance estimates place the refinery approximately 1,400–1,500 kilometres from Ukraine's state border.
