What happened

Ukraine's Security Service said long-range drones struck the Lukoil-Permnefteorgsintez refinery more than 1,500 kilometers from Ukraine and started a fire. Associated Press reported the claim alongside the separate Ryazan strike but said the refinery-specific claims could not immediately be independently verified. This repeat event therefore remains reported; initial evidence did not establish casualties, the damaged unit or any production halt.
