What happened

Initial eyewitness and monitoring-channel reports said Ukrainian drones targeted the Lukoil refinery in Perm overnight on 25 September and that fires followed. Later Reuters reporting, citing three industry sources, said the refinery completely halted crude processing after fires and damage to inter-unit pipelines, product-storage tanks and secondary processing equipment. The refinery processed about 252,000 barrels per day in 2024, providing the best available estimate of throughput taken offline. Perm Krai governor Dmitry Makhonin acknowledged an attack on an industrial facility without naming the refinery. The reviewed reporting did not provide a restart estimate or establish a refinery-specific casualty count. This remains a distinct repeat attack from the refinery's earlier 2026 incidents.
