What happened

Ukraine's General Staff said its forces directly struck the Rosneft-operated Ryazan refinery and started a fire. Regional governor Pavel Malkov independently confirmed that drone debris caused fires at unidentified industrial sites and said six people sought hospital treatment, but he did not identify the refinery. A subsequent OSINT review by Militarnyi, citing satellite imagery from the Exilenova+ monitoring community, identified fire damage to the AVT-3 and AVT-4 primary crude-distillation units — together about 7.3 million tonnes/year of capacity, roughly 41% of the refinery's primary throughput — and Reuters separately reported that the Ryazan refinery halted oil refining entirely after the attack. Militarnyi described it as at least the 16th successful Ukrainian strike on the facility since March 2024. Ryazan has a nameplate capacity of about 17 million tonnes/year and supplies motor fuel to the Moscow region.
