What happened

A leak caused a fire in the new 220,000 bbl/d No. 5 crude-distillation unit at Sinopec's Zhenhai refining complex in Ningbo — Sinopec's largest subsidiary refinery, recently expanded to 800,000 bbl/d capacity — during commissioning of the new unit. No casualties were reported and the fire was extinguished within about two hours, though start-up of the new unit was delayed by more than three months. This was an accidental industrial incident, not an attack.
