Pilipinas Shell halted crude processing at its 110,000 bbl/d Tabangao refinery on 24 May 2020 as a cash-conservation measure amid a 60-70% collapse in Philippine fuel demand during the country's COVID-19 lockdown, then confirmed on 12 August 2020 that the closure was permanent, citing persistently weak regional refining margins. The site was converted into the Shell Import Facility Tabangao. This was a voluntary commercial closure, not an incident or attack.
