What happened

A fire broke out in the RVS-10000 storage tank at Lukoil's Ukhta refinery during scheduled technical work, killing two workers and sending four more to hospital with burns and smoke-inhalation injuries. Regional officials said the fire was caused by non-compliance with safety regulations rather than a drone strike, and a commission was established to investigate. This was an accidental industrial incident, not an attack; the same refinery was targeted by drone strikes at other points during the war.
