What happened

Libya's National Oil Corporation initially reported that a remotely controlled drone targeted the Brega fuel depot on Airport Road early on 3 September without causing damage. NOC raised emergency readiness across its sites and instructed teams to lower fuel levels in the threatened tanks. A later inspection by the state-owned Brega Petroleum Marketing Company revised that initial assessment: several pipelines and storage tanks 213 and 220 had sustained limited damage after the suspected drone entered the depot's airspace and fell beside a tank. Brega said fuel supply, distribution and scheduled deliveries continued normally, and no casualties were reported. NOC described the episode as a dangerous indication of attempted sabotage against oil facilities and warned that such attacks directly threaten the fuel-supply system and essential services including electricity generation, healthcare and industry. At the time, no group claimed responsibility. The incident followed the August explosive-drone campaign against Zawiya's oil complex, desalination plant and electricity facilities, during which a 4.5-million-litre gasoline tank collapsed and NOC warned that continued attacks could force a refinery shutdown. ACLED assessed that the wider violence occurred amid intensifying local-militia rivalries involving territorial control and fuel smuggling, but that context does not identify the operator of this specific drone. The separate July protest occupation of the Mellitah energy complex, which temporarily shut gas lines supplying power stations, is recorded elsewhere on the map and illustrates the existing electricity and fuel-supply crisis rather than forming part of this attack. On 7 September, Libya's Government of National Unity said the Defense Ministry had arrested five Libyan and foreign suspects and dismantled an organised sabotage cell involved in explosive-drone attacks on oil tanks and electricity facilities in Tripoli and Zawiya. The government did not identify an organisation, sponsor or the foreign suspects' nationalities, and the public statement does not independently prove that this cell operated the drone suspected at the Brega depot. Authorities also said they disrupted imminent plans to attack a power station south of Tripoli and other vital facilities; that foiled plot is threat information, not a completed strike. The record therefore remains investigating rather than assigning responsibility to a named actor.
