What happened

Pakistan's national grid operator shut off electricity to parts of the system overnight on 22 January 2023 as a fuel-conservation measure amid the country's broader economic and energy-sector financial crisis. When technicians attempted to restart the network at dawn on 23 January, the system failed; Federal Energy Minister Khurram Dastgir-Khan attributed the failure to a voltage/frequency surge that knocked out the grid during the restart process. The resulting blackout affected tens of millions of households nationwide, including major cities such as Karachi and Islamabad, disrupting hospitals, schools and factories; power was reported to be gradually restored through Monday evening, meaning full restoration took considerably longer than the initial outage. The government said Pakistan had sufficient generation capacity to meet demand but lacked the financial resources to fully operate oil- and gas-fired plants and invest in infrastructure upgrades, citing overwhelming national debt, depleted foreign-currency reserves and reliance on repeated IMF bailouts; domestic gas reserves were also described as rapidly depleting, forcing rationing to residential and commercial consumers.
