What happened

Russian Shahed-type drones struck an oil depot owned by Azerbaijan's state oil company SOCAR in Ukraine's Odesa region twice within ten days. The 8 August attack caused a fire, damaged a diesel-fuel pipeline and seriously injured four workers, according to Azerbaijani and Ukrainian reporting; an official readout from Azerbaijan's presidency records both presidents condemning the strike. A second attack on 18 August caused a major fire and reportedly damaged all 17 fuel tanks, the pumping-station building, operator and technical rooms, weighing facilities and the perimeter fence. S&P Global reported that the depot held more than 16,000 tonnes of fuel, while other reporting described storage capacity exceeding 16,000 cubic metres; these are different measures and are not treated as interchangeable.
