What happened

Typhoon Faxai made landfall near Chiba, Japan, in the early hours of 9 September 2019, bringing the strongest winds to hit the greater Tokyo area in roughly 15 years, with gusts recorded above 200 km/h in Chiba City. The storm destroyed at least two large steel high-voltage transmission towers and knocked down large numbers of utility poles across the prefecture, cutting electricity to as many as 934,000 households at the outage's peak according to differing contemporaneous tallies (Tokyo Electric Power Company's own figures ranged from roughly 730,000 to 850,000 customers). Restoration proved unusually slow: TEPCO said full restoration might not be achieved even by the Wednesday after landfall, and reporting a week later still found nearly 80,000 homes without power, with some areas not fully restored for roughly two weeks. The prolonged blackout combined with a late-summer heatwave to cause at least two deaths from heatstroke in Chiba, among a broader storm death toll of three in Japan. TEPCO faced significant public and media criticism for its transmission-network maintenance and for underestimating the initial scale and duration of the outage, prompting a subsequent Japanese government and utility-industry review of grid resilience against increasingly severe typhoons. Total damage from Faxai in Japan was estimated at around $10 billion, making it one of the costliest Pacific typhoons on record.
