What happened
Ukraine’s Ministry of Energy said Russia launched a large-scale attack on energy infrastructure overnight into 3 November, hitting power generation facilities, transmission and distribution substations and combined heat and power plants in ten regions: Vinnytsia, Dnipropetrovsk, Zaporizhzhia, Zhytomyr, Rivne, Odesa, Chernihiv, Chernivtsi, Khmelnytskyi and Kharkiv, with the most severe disruption in Vinnytsia, Zhytomyr and Kharkiv. It said the infrastructure sustained extensive damage and that emergency outages were imposed in Kyiv and the Kyiv, Poltava, Sumy, Chernihiv, Cherkasy and Kharkiv regions. Ukrinform reports 289 drones, 17 ballistic and 59 cruise missiles were launched. No facilities were named. DTEK’s three halted thermal plants are recorded separately. Ukrenergo chief executive Vitalii Zaichenko described one of the largest waves of Russian ballistic missiles targeting critical infrastructure (Kyiv Independent), and Ukrainska Pravda reported damage to a Ukrenergo substation in Rivne Oblast. Updated on 3 November 2026, 16:15 UTC+0. Russia’s Defence Ministry also claimed strikes on the Kharkiv TPP and the Zmiiv and Losevo 330 kV substations (unconfirmed); Ladyzhyn, Kryvyi Rih and Dnipro plant hits are recorded separately. Updated on 3 November 2026, 22:15 UTC+0. The marker is a national aggregate reference.
