What happened

Ukrainian drones struck Rosneft's Kuibyshev oil refinery in Samara overnight into 22 September 2026, part of a wider wave that also reportedly hit the Bashneft-UNPZ refinery in Bashkortostan the same night. Eyewitness video showed a large fireball and rising smoke over the plant; Russian opposition outlet ASTRA and Ukrainian monitoring channels Exilenova+ and Supernova+ corroborated the strike. Militarnyi's satellite/imagery review assessed the AVT-5 crude-distillation unit as likely damaged again, alongside several other fire spots, but that unit-level assessment was not independently corroborated elsewhere. Samara region Governor Vyacheslav Fedorishchev said one person was killed and four wounded in the region during the attack, without stating whether the casualties occurred at the refinery or elsewhere, and he did not name the refinery in his public statement, referring only to 'industrial enterprises' being targeted. No source reviewed established the refinery's post-strike operating status, a restoration timeline, or a verified casualty count specific to the refinery site.
