What happened
Ukrainian monitoring channels Exilenova+ and Supernova+ reported that drones reached Perm on the morning of 7 September and claimed that Lukoil-Permnefteorgsintez was struck again. President Volodymyr Zelenskyy subsequently acknowledged that Ukraine's long-range forces had operated against a refinery in Perm Krai, materially strengthening the attribution while stopping short of describing an impact or damage. Reporting says videos showed drones over Perm, explosions and smoke rising from the refinery area, but the reviewed material did not provide sufficiently precise geolocation or overhead change detection to quantify damage. Perm Krai Governor Dmitry Makhonin independently confirmed a large regional drone attack, but did not say that the refinery was hit. He reported that a drone struck a multistorey residential building, killing one person and injuring at least four; those casualties are not assigned to the refinery incident. Russia's Defence Ministry said 306 drones were intercepted nationwide. No Russian refinery acknowledgement, satellite damage assessment or operational notice reviewed for this update established equipment damage or production loss. This record therefore treats the strike as officially claimed by Ukraine but its success and effects as unresolved, separate from the documented 21 August refinery strike and earlier 2026 attacks.
