What happened

Ukrainian monitoring channels first reported an overnight drone attack and fire at the Syzran oil refinery in Russia's Samara Oblast on 15 September. Three industry sources subsequently told Reuters that the refinery paused operations on 16 September after the strike damaged its main CDU-6 crude distillation unit — about 71% of Syzran's processing capacity — with repairs expected to take at least a month; the plant's secondary unit (the remaining 29% of capacity) had already been under maintenance following a separate July attack, leaving the refinery's output effectively halted. The same Reuters reporting noted Russia's Saratov refinery, hit earlier and shut for weeks, was attacked again around 12 September just as it prepared to restart.
