What happened

Drones reportedly reached Saratov overnight on 8 September, with resident footage showing explosions and a substantial fire. Independent Russian outlet Astra geolocated the visible blaze to the Rosneft-operated Saratov oil refinery. Saratov Governor Roman Busargin separately confirmed damage to civilian infrastructure and preliminary casualties during the regional attack but did not identify the refinery or publish a casualty count. Associated Press then reported, again citing Astra, that a separate overnight Ukrainian drone attack on 11 September started another fire at the refinery. AP said Kyiv had repeatedly targeted the facility, but the reviewed reporting did not identify the damaged unit, establish whether the later fire represented new physical damage, or quantify production losses and outage duration. Reports also described air-defence activity near Engels-2 air base during the earlier attack, but no reviewed evidence established an impact there.
