What happened
Ukraine's General Staff said its forces struck LUKOIL's Volgograd refinery overnight and reported explosions and a fire. The Security Service of Ukraine later said NASA FIRMS detected hotspots near the delayed-coking unit and the ELOU-AVT-1 and ELOU-AVT-5 primary-processing units. Volgograd Governor Andrey Bocharov independently confirmed a mass drone attack on industrial infrastructure but did not identify the refinery; eyewitness imagery reviewed by independent Russian outlet Meduza showed a large fire in the industrial area containing both the refinery and the Kaustik chemical plant. Russian Deputy Prime Minister Alexander Novak separately said four Russian refineries had been attacked that night, claimed all four attacks were repelled and said possible damage was being assessed at one unnamed plant. He did not identify any of the four refineries. On 7 October, two industry sources told Reuters that equipment damage from the attack had forced the Volgograd refinery to halt crude processing completely. Reuters reported that the plant processed about 13.5 million tonnes, or approximately 270,000 barrels per day, in 2024. LUKOIL did not respond to Reuters' request for comment, and no restart estimate or operator damage assessment was available. Volgograd is the only target identified from the wider four-refinery statement, so the other three reported targets remain unknown and are not assigned speculative map locations. This is a new attack on the repeatedly struck refinery and is separate from its existing historical marker.
