What happened

An explosion tore through Tianjiayi Chemical's plant in the Chenjiagang Chemical Industry Park in Xiangshui County, Yancheng, Jiangsu province, at 14:48 local time on 21 March 2019, killing 78 people and injuring 617, with about 640 requiring hospitalization and 32 in critical condition. The blast left a crater roughly 170 metres wide and 2 metres deep and caused varying damage to 16 surrounding factories. An initial worker account described a fire in a natural-gas tanker spreading to a benzoyl storage tank, though this was not independently confirmed. China's State Council investigation, approved on 15 November 2019, formally classified the disaster as a serious production-safety accident stemming from the long-term illegal storage of hazardous chemical waste at the site, which led to spontaneous combustion and explosion. Rivers near the site were found polluted with dichloroethane at roughly 2.8 times normal levels and dichloromethane at roughly 8.4 times normal levels, even as some official air-quality monitoring for benzene, toluene, xylene, acetone and chloroform reported normal readings, a discrepancy noted in outside reporting. Yancheng's local government ordered the permanent closure of the entire Xiangshui Chemical Industrial Park on 4 April 2019, and 44 enterprises and individual executives were referred for criminal prosecution over illegal storage, safety violations and document forgery, while two provincial officials received formal warnings. Outside reporting also described restricted journalist access and the deployment of anti-drone technology around the site during the response. This is documented as a major accidental industrial-safety disaster rooted in illegal hazardous-waste storage, not an attack.
