Energy Infrastructure Incident Map
Inspired by Matt Bracken's Substack post about a war on energy
Monitor reported disruptions to the world’s energy infrastructure, from refineries and pipelines to tankers, ports, and power grids. Each incident links to its primary source and carries an evidence-confidence label.
Crude oil ≠ pump prices. Brent and WTI above are wholesale commodity futures; the pump prices here are US averages that also bake in refining, distribution and marketing costs and taxes, so they move more slowly — and much less — than crude. Retail fuel prices vary enormously by country because of local taxes and subsidies; a country's pump price is not a reliable indicator of the world crude price, and vice versa.

UAE says Iran targeted ADNOC tanker in Strait of Hormuz, no casualties
A vessel belonging to the Abu Dhabi National Oil Company (ADNOC) was targeted by a missile while transiting the Strait of Hormuz, the UAE's WAM state news agency initially reported without identifying an attacker. The UAE Ministry of Foreign Affairs subsequently accused Iran of the strike, describing it as an act of piracy by Iran's Revolutionary Guard Corps (IRGC) and demanding Tehran halt the attacks and reopen the strait fully and unconditionally; ADNOC confirmed one of its ships was targeted by a missile but did not detail damage or the vessel's exact location. No casualties were reported. The attack drew swift condemnation from Gulf and Arab governments: the Gulf Cooperation Council's secretary-general called it a 'dangerous and unacceptable escalation'; Qatar and Saudi Arabia condemned it and demanded the strait reopen without conditions, with Riyadh calling it a grave breach of international law and UN Security Council Resolution 2817; Jordan called it a flagrant violation of international law; and Bahrain's Ministry of Foreign Affairs said it violated international law, the UN Convention on the Law of the Sea and Resolution 2817, affirmed full solidarity with the UAE, and urged the UN Security Council to take decisive measures. It follows ADNOC's own statement the previous day (7 August) that 15 of its vessels had been attacked by missiles and drones since the war began, including three that week alone, resulting in one fatality and 20 injuries; this new attack is separate from and not yet included in that count.
Unidentified drone explodes in Bulgaria, close to major gas pipeline
An unidentified drone entered Bulgarian airspace from the direction of Romania and exploded about 1,000 metres from a compressor station on the Trans-Balkan gas pipeline, near the former Kardam border checkpoint in Dobrich Province, close to the Black Sea. Bulgarian Prime Minister Rumen Radev said noise from the drone was detected by Romanian border police before a loud explosion was heard by a Bulgarian border-police patrol near General Toshevo; he said both Bulgarian and Romanian authorities had failed to detect the drone in their respective airspace. No casualties or damage to buildings or infrastructure were reported, though the drone was reportedly carrying a large quantity of explosives. Radev said Bulgaria would redeploy border-police anti-drone detection and countermeasure capabilities from its border with Turkiye to the border with Romania, and an investigation was launched to determine the drone's type and origin. Bulgaria's defence ministry later said there were indications the drone was of a type used by Ukrainian armed forces and that the incident was likely accidental; no group or government claimed responsibility. Defence Minister Dimitar Stoyanov said the incident would be raised at a NATO North Atlantic Council meeting early the following week. The Trans-Balkan pipeline (part of what an opposition lawmaker described as the Vertical Gas Corridor linking Greece, Bulgaria, Romania, Hungary, Slovakia, Moldova and Ukraine) has also been described as linking Turkiye to Ukraine. The incident follows a surge of drone incursions into Romanian airspace, including three drones Romanian forces shot down in late July — at least one confirmed as a Russian-made Shahed-type — and a Russian explosive-laden drone that hit a Galați apartment block in May.

Shipping groups urge UN and IMO to oppose Hormuz transit tolls
Eight major shipping associations — the International Chamber of Shipping, Asian Shipowners' Association, BIMCO, Cruise Lines International Association, European Shipowners (ECSA), INTERCARGO, INTERTANKO and the World Shipping Council — wrote to UN Secretary-General António Guterres and IMO Secretary-General Arsenio Dominguez urging them to oppose any compulsory tolls or service charges on vessels transiting the Strait of Hormuz. They argued that a compulsory toll, or a service fee that is a toll in all but name, would be a significant departure from established international practice and could set a precedent for similar charges at other maritime chokepoints, and separately called for action on seafarer safety given the risks crews have faced since the regional conflict began. US issues new Iran sanctions targeting oil tankers
The United States imposed a new round of Iran-related sanctions targeting eight oil tankers and 10 entities, according to a US Treasury Department notice. Al Jazeera reported that the action forms part of Washington’s maximum-pressure measures against Iran’s oil trade and shadow fleet.
